A General Guide to Securing Your Singapore Pass:
Who applies for a work pass in Singapore?
The application for an Employment Pass or S Pass must be submitted by the
Singapore-based employer or an authorised third party on their behalf. This is done
through the Ministry of Manpower's (MOM) online portal. The employee's role is to
provide the necessary personal information and documents to the employer.
What is an In-Principle Approval (IPA) letter?
An IPA is a letter of pre-approval issued once a pass application is successful.
It is not the final pass card but it allows the holder to enter Singapore and outlines the
final steps for getting the pass issued, which may include a medical check-up and
biometrics enrolment.
What is the difference between MOM and ICA?
The Ministry of Manpower (MOM) primarily handles all work-related passes,
such as the Employment Pass and S Pass. The Immigration & Checkpoints Authority
(ICA) handles matters related to visas, immigration, visitor passes, and Student's Passes

Secure a Foundational Offer
The process begins by securing a firm job offer from a Singaporean employer (for work passes) or an offer of admission from an approved school (for a Student's Pass).

Arrive in Singapore & Complete Formalities
After arriving in Singapore, you may need to undergo a mandatory medical examination from a local clinic as per the conditions in your IPA.

Employer/School Initiates Application
The employer or educational institution submits the pass application and supporting documents on your behalf through the relevant government e-service portal.

Biometrics & Pass Issuance
You will attend a scheduled appointment at the MOM or ICA services centre to have your fingerprints and photograph taken for the official pass card.

Receive In-Principle Approval (IPA)
Once the application is approved, the official IPA letter is issued. This letter typically serves as a single-entry visa to enter Singapore.

Receive Your Official Pass Card
Once all formalities are complete, your official pass card will be delivered to your registered address. This card formalises your right to live and work or study in Singapore.
