Understanding Japan's Unique Two-Stage Application:
What is a Certificate of Eligibility (CoE)?
The CoE is the most critical document for almost all long-term visas. It is
issued by the Immigration Services Agency in Japan and certifies that you meet the legal
requirements for your intended activity (e.g., work, study). Your sponsor in Japan
(employer, school) must obtain this before you can apply for the actual visa.
Who applies for the Certificate of Eligibility (CoE)?
Your sponsor in Japan is responsible for applying for the CoE on your behalf.
For example, your employer applies for a work CoE, and your university applies for a
student CoE. They handle the application with the immigration authorities inside Japan.
What is a Residence Card ("Zairyu Card")?
The Residence Card is the official identification card issued to all mid- to
long-term residents upon arrival at major airports in Japan. It contains your photo,
identity, and Status of Residence. You are legally required to carry it with you at all times
in Japan.
